The Arab International Reconstruction Commission in Palestine reiterates its ethical, humanitarian, and professional commitment to continue fulfilling its mission of contributing to the rebuilding of what has been destroyed and restoring life in the Gaza Strip as quickly as possible.
In a press statement, the Commission expressed its deep regret over the extensive destruction that has affected infrastructure, public facilities, and homes in Gaza Governorate as a result of the ongoing Israeli aggression since October 2023. The UNOSAT program revealed that 83% of the buildings in Gaza City have been damaged, including more than 17,000 completely destroyed buildings and over 41,000 buildings with varying degrees of damage, reflecting the scale of the humanitarian and urban catastrophe caused by the aggression.
The Commission affirms in its statement that the post-ceasefire phase represents a decisive turning point requiring organized and integrated fieldwork. To this end, it has prepared a comprehensive implementation plan, which it hopes to carry out with partners and international institutions. The plan unfolds across four interconnected phases:
- Opening roads and removing rubble;
- Assessing damage and evaluating buildings;
- Emergency shelter;
- Reconstruction and sustainable development.

The Arab International Reconstruction Commission in Palestine has closely followed the report issued by the UNOSAT program on 7 October 2025, which revealed that 83% of buildings in Gaza City have been damaged, including more than 17,000 completely destroyed buildings and over 41,000 buildings with varying degrees of damage—reflecting the scale of the humanitarian and urban catastrophe caused by the Israeli aggression continuing since October 2023.
While the Commission expresses its deep regret over the vast destruction that has devastated infrastructure, public facilities, and homes in Gaza Governorate, it renews its ethical, humanitarian, and professional commitment to continue fulfilling its mission to help rebuild what has been destroyed and restore life in the Gaza Strip as swiftly as possible.
The Commission’s Plan for the Coming Phase
The Commission affirms that the post-ceasefire stage represents a critical turning point requiring organized and integrated field operations. For this purpose, it has prepared a comprehensive implementation plan, which it hopes to execute in cooperation with partners and international institutions. The plan consists of four interconnected phases:
1. Opening Roads and Removing Rubble:
Preparing access routes to restore humanitarian and logistical movement within affected neighborhoods, and ensuring the ability of emergency teams and aid to reach all areas.
2. Damage Assessment and Building Evaluation:
Based on field survey reports, precise documentation of destroyed and damaged buildings will be conducted to determine engineering intervention priorities.
3. Emergency Shelter:
Launching immediate projects to secure temporary shelter for displaced families, including establishing temporary camps, repairing salvageable residential facilities, and ensuring the provision of water, electricity, and essential services.
4. Reconstruction and Sustainable Development:
Initiating the rebuilding of infrastructure, housing, and service facilities—such as water and sanitation networks, and the health and education sectors—according to modern and sustainable standards, to restore Gaza better than before and ensure dignified living conditions for its people.
Commission Readiness and Call to Partners
The Commission announces its full technical and logistical readiness to lead and implement these phases through its engineering and technical teams deployed in the field, which have already completed the required studies and plans in cooperation with local and international partners.
The Commission also calls on all Arab and international partners, as well as humanitarian and relief institutions, to engage in joint coordination and cooperation to ensure swift and effective implementation and to provide the necessary funding to rebuild tens of thousands of affected housing units and facilities.

The Commission believes that the upcoming reconstruction phase is not merely an engineering project, but a message of life and resilience—restoring smiles to Gaza’s children, dignity to its people, and proving to the world that human will can rebuild after destruction.
